Aviation law of Nepal is mainly based on the Civil Aviation Act 2015 (1959), Nepal Civil Aviation Authority Act, 2053 (1996) and related rules and regulations. Nepal is a member of the International Civil Aviation Organization (ICAO).

Civil Aviation Authority of Nepal is authorized as a the regulatory agency in the field of civil aviation and operates under instructions of the Ministry of Culture Tourism and Civil Aviation.

Following requirements shall be fulfilled to conduct flights in Nepal’s air space:

  • obtain flight permission
  • obtain aircraft registration in Nepal or any other country
  • obtain nationality mark on the aircraft
  • obtain air worthiness certificate
  • have licensed crew operate the aircraft
  • maintain aircraft registration documents on board the aircraft
  • not fly over restricted areas
  • use only approved routes
  • use aircraft only for the specified purpose
  • not exceed permitted pollution levels
  • follow manuals, procedures and directives issued under prevailing laws and conventions
